This on the face of it doesn't seem to be discriminatory or unfair to cyclists.
Cyclists who cause harm to others by refusing to adhere to rule of law aka rules of the road should be held to the same consequences of their actions as those traveling with tons more metal underneath them. Reckless cyclists also cause enormous reputational harm to all cyclists, since it's true there is prejudice against cyclists and recklessness is lighter fluid on the prejudicial fire.
