I come from the timeframe where, if a kid was messed up in any way, they blamed the kid solely and completely. They would never accept for a second the parents were torturing the kid, unless they were forced to see it with scars and bruises and such. Even then, some of them were of the mind "Well, that must be a bad kid getting what he deserves."
