Seriously apathetic. 45% in the last provincial governmental election? A 30% municipal turnout in 2022, Toronto? Come freakin' on. And Kitchener's even worse...
Though no question Ford's decision to invoke the notwithstanding clause to limit third-party campaign financing was a pretty big part of that. Mix in a smaller number of polling stations (using 'social distancing' as an excuse, which is so bass-ackwards that it would take a Tory to even come up with it) and system outages throughout various areas, and yeah... that 3 hours of time alloted by law for voting gets eaten up fast.
The 56% turnout in 2018, where Ford took power, was less abysmal, but still indicative of an electorate largely either unwilling or unable to vote.
