As far as I understand it, the bill changes some of the guarantees made under the Treaty of Waitangi (1840), especially those related to Māori sovereignty. The government would be empowered to act in ways detrimental to Māori when "in the interests of all people". Of course, it's the government that decides what's in the interests of all people. There are a lot of other issues. Just about every committee and tribunal have spoken out against the bill and they are not necessarily Māori.
