Pretty certain I've narrowed down the cause of my random latency spikes as being related to my #PiHole. I'm not sure why, nothing has changed recently in the config and the device seems to be working properly, but when I configure the router to hand out the Quad9 DNS addresses directly, or point a device directly to them, everything works great. Going thru the PiHole sometimes works fine, other times establishing new connections is either very slow or times out altogether.
