To try to do things more generally, if you control the DNS server you could filter out AAAA records and only leave A records, or more aggressively just drop or reject all IPv6 traffic to have Happy Eyeballs go with v4 instead.
Devices definitely should not try to use LL addresses to reach the global Internet.
More pertinently, why? Something about HE tunnels being poor? Maybe MTU things in the tunnel config, or was that HE POP just doing poorly.
