It can be used as a local gallery app but it's not the main purpose. If you use it locally, it still needs to fetch assets from their web service including feature flags and AI models for the AI editing tools. Pixel Camera primarily only uses the network for feature flags. It doesn't mean these apps are spyware which they clearly aren't, but Google Photos is primarily designed to use a non-E2EE photo service.",
