but if the code change is important enough people tend to set that aside, or someone else picks up the PR and gets it merged anyway (i'm surprised this isn't happening in the Linux case, but maybe it's just not such a popular change either)
in any case no it's not something that comes up often, the bitcoin developer community is very unlike the bitcoin twitter community, very little toxicity in general
