I think you can write modular smart contracts with dedicated functions that allow for things like replacement by a new contract when called by the right account. But I was definitely under the impression that it wasn't the case for TC, thanks for confirming!
That being said, I expect contract-level filters to be more and more the norm that regulators will expect devs to adhere to. Some companies are building it because there is profit to be made. When the tools are there, and maybe they are already, the immutability argument becomes weaker.
