That's up to the agencies that hold the coin, mostly entirely DoJ AFAIK. Generally the president doesn't ask the DoJ to do stuff, they are supposed to operate independently. Trump tried to pressure the DoJ to send out a letter validating his nonsense election fraud claims and his Attorney General (Bill Barr) was /not/ happy with him about it. Most of the senior DoJ staff threatened to resign over it.
Congress could force DoJ to do it, but good luck getting that through the congressional gridlock.
