the existence of the internet as a (as far as realistic) neutral carrier is kind of a historical fluke, i sometimes wonder about it, if it would have been up to tv cable and telecom companies it definitely would never have happened and it'd have been another corporate-owned hierarchical publishing model (see for example videotex standards from the 80's)... it won out over the alternatives, eventually
