Actually, one could use the Proof of Work algorithm to contain bots and spam messages? Each note must indicate a certain difficulty (same as Bitcoin).
For a single person who posts maybe 100 posts or less a day, this is not a problem. But a bot with thousands of posts per hour would need such enormous computing power.
