Open access ops are happy to demand infrastructure when they need it, it’s just nobody builds it anyway because most of the railways are just looking at their 60’s maps and at most dreaming about restoring some random branch line, while most activists share this low bar goal and cheer crap like the new Stadler railbus which has no place in the open access pax market.
