As to the question where the 177, 118 tbr, 21, and 23 mbr are, I have a guess: they were intended to develop the breakthrough. Because the mega-counter-offensive of Spring-Summer 2023 still hasn't accomplished a breakthrough, the reserve brigades are camping out somewhere between Kramatorsk and Zaporozhie. If the Ukrainian generals throw the reserves into the battle now, they'll have nothing with what to develop the success. They may attain a breakthrough, but without these reserves, Russians will just dig in a little further in. Or worse, VSRF can counter-attack, which can end in a disaster of strategic proportions.
Imagine breaking the stalemate only to lose the maneuver phase. That happened to Germany in 1918. After advancing at Somme and Marne, they didn't have any reserves to develop their offensive. And once they got on the back foot, they kept retreating until the armistice.
