When the soldiers quartered in houses, they didn't just sleep--they consumed every resource available. Lawmakers have been very forward n with their intent--they want to cull vulnerable populations so that they don't have to respond to a state threat. Is there much difference between a child or a spouse and a chicken in this example? I don't think so. The government is taking something finite, something non-replenishable, to apply towards a state security matter.
