ASL wasn't declared a language by the government until 1989, which meant that before then, deaf people weren't allowed to have ASL interpreters even at their own court trials or medical appointments. For DECADES the official instruction method for deaf people was lip reading, which utterly doesn't work; students used to have their hands tied to their chairs.
