I suspect that the people handing them weapons have a keen awareness that if they gave them anything sensitive, anything the enemy armies weren't pretty much fully aware of, that they'd probably be too foolish to hold the positions even after globohomo diversity purges or w/e.
I *suspect* that a bulk of what they're given is just the equivalent of milsup. "Go play with last years toys, Ivan. Maybe it'll do you some good, but we bought this for a 3rd decade in afghanistan in 2007, and now that's not happening."
