Zero penalties for VPN operators, and no attempt to force ISPs to block uncompliant websites outside their borders. Republicans have purposely tried to step on as little toes as possible just to avoid a much bigger fight with the tech industry

I doubt the supreme court will let these laws stay, considering the added burden for adults to access protected speech isn't worth anyone's while with such swiss-cheese enforcement
