It's literally just comparisons, done by Jewish and non-Jewish people alike, since before 1945.

The attempt to frame it this way is a bludgeon used to suppress criticism of Israel. That's why Republicans added it into the May "Antisemitism Bill" after ignoring antisemitism in the USA since Charlottesville and earlier.
