It uses deck building, hand management and tableau building. It was self-published by Grant Rodiek (Fort, Imperius, Cry Havok) with US-only shipping, so I have never met anyone else who has played it (but the designer) and it's so good!
It was picked up by Matagot and renamed Nine Ravens but I don't think it ever came out.
If you know anything about it, I'd appreciate it! It would be a shame to let such a good game vanish.
