There are always ways. In 2019, Iran shutdown most Internet access. People resorted to dialup modems to connect to international orgs that provided them with (very slow) Internet access. Technologies like packet radio, point to point WIFI and even optical links can be used to connect across borders.

Fortunately, most governments realize that shutting down access completely is terrible for the economy. They tend to prefer filtering and partial shutdowns which provides opportunities to sneak traffic out over the allowed channels. Technologies like VPNs and TOR can be used. There are also quite a few lesser know techs that let users disguise Internet traffic. There is no definitive answer here, because filtering tech and allowed channels evolve constantly.

Satellite networks like Starlink are usually not helpful because they don't want to defy local governments that can ban them.
