These reports obviously come from one of their users.
But Mastodon does this stupid thing where it does not show which user actually submitted the report, so as an admin it looks like the whole instance did it, resulting in compartmentalizing entire instances that might have a diverse userbase that don't all agree with each other unfortunately.
