It is like news papers. - they don't need to share the engineering b/h their printing press but the news they digest from the open world , must be public .. albeit a little cost ..
On similar lines - LLMs may ( or may not) share their internal engineering , but the content they produce need to be public ...because it is based on public data. ... they may still charge a token fee for every inquiry ..
