A variant of the last one that could make sense for some people is if you're going to a protest or some kind of mass event that you don't want to there to be a record of your presence at, but you want to have a phone with you in case of an emergency.
But if you want to avoid being tracked, you also need to worry about cameras, how you paid for transit to get there, and a bunch of other stuff.
