It is important to remember the #ICJ is not ruling on the question of genocide but that there is reasonable potential for a genocide to be occurring or to occur (risk os irreparable harm) if provisional measures are not ordered. This is an emergency order, South Africa has asked for 9 provisional measures, and the ICJ could order all or some of them.
