The new guidelines from the European Data Protection Board (EDPB) could potentially kill public blockchains.
According to the text, which is based on GDPR principles, any “personal data” must be removable from the blockchain.
👉 If that’s not possible, the entire blockchain should be deleted.
If enforced, this would mark the end of public blockchains in Europe.
“It’s like asking to delete the Internet in order to enforce privacy,” says Marina Markezic.
“The Internet would have never survived under these rules”.
The draft proposes that:
👉 Wallet addresses are considered personal data, even if encrypted.
👉 Validators must comply with GDPR requirements.
👉 Smart contracts face risks of non-compliance.
This regulation threatens years of blockchain innovation in Europe, and could push talent, jobs, and investments out of the EU — just as the US is ramping up to become a global crypto leader.
In response, the European Crypto Initiative has called for:
👉 A coordinated response to the EDPB draft.
👉 Advocacy for privacy-enhancing technologies (ZKPs, PETs).
👉 Direct engagement with EU policymakers.
The deadline to submit public feedback to the EDPB consultation is June 30, 2025.
