Srsly, there were several very important ppl that Jimmy was sending his victims to. There is no way in hell he would have gotten away with all that crap otherwise. Only when he could not tell on others did they finally let the evidence out.
Is there a list of suspect who were part of it? Surely ppl suspected others.
