IMO 5 foot cattle panel or square sheep and goat fencing at least for dwarf goats, I would do 6 foot for regular. I've never used electrified, but the welded wire fence does well enough usually. They're extremely curious, great jumpers, and retarded. That mixture makes them great escape artists. Also nothing they can stand or jump on near the fence. On the plus side they're extremely food motivated and personable typically so they're not that hard to get back if they get out. If there are a set of balls and some does involved all bets are off though.
