Seems to me that yes, actually, membership in a regulated profession that issues licenses does indeed impose some limitations on speech, if one wants to keep one's license. A licensed MD risks their license if they run around saying that condoms don't prevent STI infection, for example. A licensed architect risks their license if they run around calling for foundations to be built out of sand. In the same way that "you can say that but not in my house" isn't a free speech infringement, "don't undermine our profession or you'll lose your license" is not censorship in a meaningful way.
