The main difference is that hydro is dirt-cheap in good locations. Almost unbeatable. No loan subsidies. No free catastrophic liability insurance. No relying on someone else to bear the construction risk and go bankrupt for you. Just plain cheap.
I don't like it, mind you. But it is really cheap.
