For years, possibly a decade(?, how long has Live@EDU and #Office365 existed?), I've had a non-mail licensed user on all the tenants who have been able to release e-mail from the quarantine. Today I log in with one of these users to release a message and suddenly its a problem! Why do they now need a mail license to release email from the quarantine? I hate the constantly moving goalposts of cloud
