I've read SO many comments about how Google moving up Android 16's release schedule and also pushing out a second minor release next year will give phone companies an excuse to halve their update policies...just no.

It's not going to work like that. When a company says it's going to deliver X years of OS updates, generally they mean X generations of major Android version upgrades, ie. full 'letter' upgrades.
