And if I'm not mistaken only http1.1 is the maximum for upstreams because it uses connection pooling, so except for server push there isn't much benefit to 2.0 streaming as a reverse proxy.
There are a couple other tricks to this too that have to be enabled at the HTTP scope. Have you confirmed that your connections are actually using 1.1 since you reconfigured?
