From my experience, upper 80s and above it all starts to look the same, then what matters is how heavy the fastball is & how nasty the secondary stuff is.
I've faced guys who are much harder to hit at 88mph than some guys at 92-94
Not sure what causes this, but some pitchers stuff gets on you quick
