Too be fair, the workforce is usually the most expensive part of any enterprise. I mean, you (hopefully) only need to buy a new CT machine every couple of decades, but you need to pay a highly skilled someone to run it everytime you use it.
It's always been weird to me that doctors in Canada are, for the most part, private contractors. So, for the ones who have their own clinics and staff, that's a lot of overhead, plus any equipment they need (thinking here, particularly, of ophthalmologists. Their lasers and stuff are expensive!).
I honestly don't know what the answer is, but we seem to lose a lot of money in weird, middle management boondoggles. At the same time, if we don't offer competitive wages, we won't get staff, even for people who feel the calling.
