I don't see any evidence of trickle down. I do see evidence of public investment. The increase in minimum wage will provide more liquidity for individuals whilst also harvesting that as EERS NI because the scale changes and that's more important than the rate.
However, small employers who largely employ low paid workers will also have higher allowances.
The stumbling block is that personal allowances don't go up until much later in the cycle.
