It is less about a number and more about how the person is doing. If the fever gets pretty high you can use a wet washcloth on the forehead to help. As nostrpunk said, "If children are consolable and able to eat, sleep, & drink then it's usually best to let it run it's course." I'd even say the eating isn't critical unless things go for several days.
