Russia hasn't launched an interplanetary mission since the days of the Soviet Union, and that's were most of the space RTGs are used.
They use something else, still nuclear but different, for the RORSATS, and they built a shit ton of Strontium RTG for remote Siberian infrastructure. A bunch of those went missing after the wall fell.
