It seems clear that the #Burien city council didn't understand prosecutorial discretion or separation of powers. The sheriff won't make arrests and the prosecuting won't bring can't that they don't think will end in a conviction.

The sheriff is trying to tell them that the law as written now would lose in court, so trying to enforce it would be a waste of time and would get the city and the sheriff's department sued.
