heh. something changed in github's environment and its struggling to round numbers today. only on windows.
for this test to fail, the program failed to sleep() for the full 0.1 sec. this test was written on purpose as i've been seeing this a lot lately. not that i trust sleep() for precision timing. its just a thing that bothers me.
