there has been a beggar outside my local grocery shop for days now. of foreign origin. probably has no rights as a citizen here or he could have applied for welfare benefits. the shop doesn't appear to have many any effort to get rid of him. i think this is okay. suffering doesn't go away just because it's out of view. it's usually the foreigners who beg on the street. occasionally it's Norwegians, if they're in serious trouble and too dysfunctional to do the paperwork to apply for benefits.
