Except that the same census actually indicated that 49% of public school students are White not 63%. If the student population was distributed evenly, 100% of Black students would be enrolled in majority non-White schools. Which is not to say that economic segregation isn't a problem/ It is, but using >50% non-White as a criteria distorts the problem. In fact even framing it as a Black-White issue is a bit problematic.
