His spiel was that without the income tax we could afford the federal government at 1990 levels. He was proposing to end the Dept. of Ed. and bringing all the troops home, eliminating the hundreds of military bases around the world. I'm sure there were other eliminations, but I don't think it axed every department created after 1913.",
