I'm going to start my own theory. It's the "thousand monkeys" thing. They are hoping to write something smart by chance and get zaps.
What I mean by dictionary is that generating random letters on any programming language is free cheap on resources and fast. But programming languages don't know words, so this person had to download a dictionary (whichdoesn't take up mch space but it takes a lot more space than not having it) and selecting 4 or 5 random words (which again is more resources than picking random letters).
Another possible option s that this person is trying to spam or DOS a relay. A relay could block an IP that only sends Radom letters, but words are harder to analyze
