Theoretically, you can reset a serial lower, but your zone updates wouldn't sync until the TTL expires.
You're absolutely right that it's possible to have more than 100 writes per day in some shops. However, I also doubt those shops are doing their dns with bind and probably don't need to think very much about the automation of the serial.
