SLS wants to keep getting paid and for there to not be significant change, because that's what an incumbent always wants. There's a lot of metrics involved, all negotiable, but no target.
SpaceX wants to do something that they need the launch capability for. (It doesn't matter a whole lot that the thing is not well thought out; the example of the steamship GREAT EASTERN comes to mind.) They have a target they can't negotiate.
