The key to being a successful dictatorship is in being careful to disenfranchise only a small number of people at a time, while also singling them out against everybody else, so they can't resist. When it's time to throw the next group of citizens under the bus, the last group has already either adapted and moved on, or ceased to exist. So there's never a large coordinated effort to remove you from power.
