Primary concern is your mobile provider. Further, apps/services that have access to your location due to permissions. They can collect and sell this information is most jurisdictions.
Masking it:
- with a VPN is only possible on Android using the built-in Mock Location option - we support this in the IVPN app, but don't recommend it as a leak-proof solution
- there are apps that promise this outcome you can buy/install, with questionable reliability
