Gender neutral restrooms have long been the default, gendered public restrooms are a fairly recent development (give or take ~100 years) and only happened because, well, early 1900s.
I think if we wanted to make public restrooms safer the first step would be better locks and stalls that actually go floor to roof rather than having weird multiple foot gaps.
I think anyone sane realises gender is far from the biggest factor for assualt in restrooms, and, in fact, likely only was a separator in the first place for the sake of segregation.
