I think the dirty little secret here is, after 30 years of deindustrialization, the regime simply doesn’t have the capacity to engage in any widespread domestic manufacturing, at least not on the scale they’d like.
The factories aren’t there, the skilled labor isn’t there, the expertise is in short supply and factory towns are a dying breed. There’s a reason the defense department was frantically securing shells from Egypt of all places to give to Ukraine.
